ABOUT JSIF

It was established in 1996 as a component of the Government of Jamaica’s (GoJ’s) national poverty alleviation strategy. The Fund was designed primarily to channel resources to small-scaled community based projects. This is done with the use of an Operations Manual that acts as a guide to ensure transparency, accountability and efficiency in project implementation.

The operations of the JSIF were initially funded by a loan negotiated between the GoJ and the World Bank. Though the JSIF was initially established as a temporary organization with an initial lifespan of four (4) years, it has been in operation for over 18 years and presently has agreements that will continue until 2020.

The JSIF is governed by an eleven-member Board of Directors, drawn from a wide cross-section of the Jamaican society. Directors are appointed for a renewable two-year term. The Board meets once per month and has overall responsibility for approving annual budgets, sub-projects and related contracts. The Board is chaired by the Director General of the Planning Institute of Jamaica (PIOJ) Dr. Wayne Henry, and the Managing Director of JSIF, Mr. Omar Sweeney, is an ex-officio member. The work of the Board is facilitated by sub-committees that meet regularly to review specific portfolios and make recommendations to the Board. These sub-committees are: Projects, Finance and Audit, and Procurement and Contracts.

Our Mission

The Jamaica Social Investment Fund (JSIF) mobilizes resources and channels these to community-based socio-economic infrastructure and social services projects. Through a national partnership between central and local government, communities and private and public organizations, the JSIF addresses the immediate demands of communities in a manner that is quick, efficient, effective, transparent and non-partisan.

In fulfilling its mandate, the JSIF facilitates the empowerment of communities and assists in building national capacity to effectively implement community-based programmes aimed at social development.

The Jamaica Social Investment Fund continues to make progress in improving the lives of the underserved populations throughout Jamaica, thereby taking the country a step closer to achieving the milestones set out in the country’s Vision 2030 development plan. While in the early days the JSIF had a strong focus on addressing basic community needs, the work of the JSIF has now evolved towards making investments aimed at economic growth; developing the youth work force; job creation and increased earnings at the micro, small and medium enterprise levels.

During the financial year 2024/2025, the JSIF continued to manage a diverse portfolio of projects, closing key programmes while laying the groundwork for new initiatives. We also provided ongoing project management support to the Ministry of Science, Energy, Telecommunications and Transport via the Community Electrification Programme, thereby advancing the Government of Jamaica’s broader mandate to regularize access to essential infrastructure services and promote social equity.

The JSIF implemented several major initiatives during the reporting period, each contributing to national development goals:

  • Integrated Community Development Project II (ICDP II)Funded by the Government of Jamaica (GoJ), ICDPII continued its impactful work in Zones of Special Operations (ZOSO) and Community Renewal Programme (CRP) areas. Investments during the year in community sports infrastructure, school rehabilitation, micro-enterprise grant support, and youth summer camps strengthened social capital and community resilience.
  • Second Rural Economic Development Initiative (REDI – II) – Supported by the World Bank, REDI – II provided technical support to the Ministry of Tourism through the revision of the National Community Tourism Policy & Strategy, and to JAMPRO for the development of a comprehensive National Yam Strategy. These activities support Jamaica’s economic diversification strategy, emphasizing agri-business competitiveness and sustainable tourism development.
  • Basic Needs Trust Fund Cycle 10 (BNTF 10)– Supported by the Caribbean Development Bank, BNTF 10 delivered critical infrastructure and human capital interventions, including rural road improvements and specialized teacher training. As the cycle nears its conclusion, focus has shifted to finalizing major infrastructure sub projects and capacity-building activities aligned with the Ministry of Education’s goals for inclusive education and enhanced access for children with special needs.
  • Green Climate Fund (GCF) Readiness Programme – This initiative will enhance Jamaica’s ability to access and manage climate financing, a critical component of the national climate change response. Implementation commenced, with the aim of strengthening institutional capacity across key agencies including the JSIF, the Planning Institute of Jamaica, the Development Bank of Jamaica, and the Climate Change Division of the Ministry of Economic Growth and Job Creation. 
  • Kingston Waterfront Improvement (KiWI) Project– Financing for this transformative urban renewal initiative was secured via a World Bank loan agreement in October 2024,  with effectiveness expected in 2025. As the executing agency, JSIF will partner with the Urban Development Corporation (UDC) to reposition Kingston’s waterfront as a vibrant, economically productive and environmentally sustainable urban space.
  • Disaster Vulnerability Reduction Project (DVRP)– Funded by the World Bank, DVRP successfully closed during the year, having achieved its development objectives and contributing to the reduction of Jamaica’s vulnerability to natural hazards. 

The Jamaica Social Investment Fund (JSIF) considers itself to be the leading project implementation agency on behalf of the Government of Jamaica. We have been able to achieve this based on our core values of honesty, transparency and accountability through the application of our code of ethics, our zero tolerance to fraud and corruption, our sense of corporate social responsibility buttressed by a dedicated multifaceted and multidisciplinary project team headed by decisive leadership.

The JSIF was established in 1996, and since then has been dedicated to the task of mobilizing resources and channeling them to community-based, socio-economic projects to meet the special circumstances of urban, suburban, and rural settings, to improve the quality of life of persons living in the country’s most vulnerable communities and doing so in an efficient, effective and transparent manner.

The JSIF plays a critical role in the Government of Jamaica artillery in helping to reduce poverty as well as creating opportunities for the most vulnerable in the society by supporting Vision 2030 and facilitating the empowerment of communities and the growth of national capacity. The JSIF employs multifaceted approaches that address in a coherent, mutually consistent way, the various challenges that are faced by persons living in underserved communities.

Key to the Organization’s success has been the partnerships that have been forged with multilateral and bilateral development partners, Ministries, state agencies and Departments, the private sector, as well as several community-based organizations. The JSIF has successfully implemented projects valued at billions of dollars and has obtained repeated and successive funding by the International Development Funding Partners and has annually increased the value of the project portfolio managed. The JSIF operates using a state-of-the-art management information system which tracks all the entities’ business processes including its financial applications, from project inception to project completion. The Community driven approach adopted and utilized by the JSIF is a central intrinsic part of its operation.

The JSIF believes in continuous improvement and was the first in the island to obtain the coveted International Organization for Standardization (ISO)14001 environmental management certification. We have been audited annually and have proudly maintained this certification which has been upgraded to ISO 14001:2015. We have also obtained Gender Certification since 2013, which is central to how we operate.

The JSIF has had many accolades and awards, however in October 2010, when it received a Gleaner award for consistent contribution to community development, Abhas K. JHA from the World Bank indicated that ‘the JSIF has blossomed into a force to be reckoned with and sees it as a public sector success story because of the efficiency, effectiveness and integrity of the community development work by JSIF”.

The JSIF continues to invest heavily in community development through impactful social and infrastructure programmes across Jamaica.
